Toward a Shared Definition of Home and Community-Based Services: Final Report of the HCBS Definition Project

This report presents the final consensus definition for “home- and community-based services (HCBS)” and summarizes implications for policy and practice. The report also describes why a shared definition matters, how the project worked, initial findings of the project, and the consensus building process.
