HSRI worked with the Minnesota Department of Health to enhance the Minnesota All Payer Claims Database (MN APCD), aligning it with state and federal requirements, including the No Surprises Act of 2021. The goal was to make the MN APCD more accessible and versatile for a wider range of users and applications. By improving the database’s functionality, this project unlocked new possibilities for analyzing healthcare trends, costs, and outcomes across Minnesota.
Approach
HSRI delivered process support services to improve the MN APCD’s timeliness, quality, and usability. Using technical expertise, environmental scans, and key informant interviews, HSRI crafted recommendations and created critical resources such as:
- A comprehensive plan for expanding the database’s use;
- Strategic data initiative documentation, including data linkages;
- Updated and user-friendly website content;
- An opt-in strategy to increase participation by self-funded payers; and
- Enhanced application and process documentation for accessing data.
Impact
This project strengthened the MN APCD’s capacity to support informed decision-making in Minnesota’s healthcare landscape. The database has become a more powerful tool for policymakers, researchers, and other constituents by streamlining operations, improving technology, and fostering collaboration. The work has enabled faster implementation of key initiatives, promoting transparency, and expanding the APCD’s reach to create a more equitable and efficient healthcare system statewide.
