LaunchGVL Program Evaluation

Opportunity

LaunchGVL leaders at the Greenville Chamber of Commerce became familiar with HSRI’s work through the evaluation of the OnTrack Community Schools Program in Greenville. LaunchGVL operates through a partnership between the Chamber and Greenville County School District—the same district that hosts OnTrack. Based on positive feedback from partners at United Way and the school district regarding both the quality of work and the strength of collaborative relationships, the Chamber engaged HSRI to support evaluation of the LaunchGVL career and technical education program.

Approach

We are conducting a mixed-methods evaluation integrating analysis of existing administrative data, student survey data, and qualitative interviews. The evaluation will assess the effectiveness of the LaunchGVL program in strengthening students’ work-related skills, confidence, and connections to local employers. We also examine alignment between the program’s intended structure and target population and its current implementation, while exploring workflows, program design, staff capacity, and readiness to identify ways for improving program effectiveness.

Impact

Findings will provide actionable insights to guide program refinement, strengthen implementation, and enhance outcomes for participating students. The evaluation will support LaunchGVL and its partners in maximizing the program’s impact, ensuring alignment with workforce goals, and strengthening pathways between students and the local business community.
