Kevin Martone

As the President/CEO of Bay Cove Human Services, Kevin brings over 30 years of experience in designing, administering, and operating services for people living with mental illness, substance use disorders, intellectual and developmental disabilities, and those experiencing or at risk of homelessness. He is a nationally recognized expert in behavioral health policy, integrated supportive housing, and the role of law enforcement in crisis response.

Kevin previously served as Executive Director of the Technical Assistance Collaborative, providing guidance on best practices in behavioral health, Medicaid, and homelessness, and as New Jersey’s mental health commissioner, including leadership roles on the board of the National Association of State Mental Health Program Directors.

He has direct experience in community-based services, including executive leadership of a supportive housing agency, and has taught at Tufts University School of Medicine and Rutgers University School of Social Work. Kevin currently serves on the boards of the National Association of State Mental Health Program Directors Research Institute and the Massachusetts Association for Mental Health’s Community Board of Advisors.
