Needs Assessment Methodologies in Determining Treatment Capacity for Substance Use Disorders: Final Report

An HSRI report on needs assessment methodologies for substance use disorder (SUD) treatment capacity was published last week by the Office of the Assistant Secretary for Planning and Evaluation (ASPE) and the Office of Disability, Aging and Long-Term Care Policy (DALTCP). 

The treatment gap for substance use disorder is large, and needs assessments can help close that gap by pinpointing service system and workforce needs that can help best address the need for treatment. This report presents a review of the literature on needs assessment methods and SUD needs assessment reports representing diverse interests, including rural and urban areas, researchers, government agencies, and private consultants. It also highlights best practices for conducting SUD needs assessments, identifies gaps and opportunities for improvement in the available data, and discusses why SUD needs assessments are necessary.
