Strategic Planning and Planning Models

Strategic planning entails convening a representative group of stakeholders together to determine where they want to go (the mission), what factors will guide their decisions (the data and values), and how they will get there (the action steps). The members of this group must include, at a minimum, service participants and those with the authority and resources to take needed system-wide action. HSRI is skilled at supporting strategic planning efforts at the local and/or statewide systems-reform level. This might include conducting the background research necessary, facilitating such discussions, developing consensus, and/or supporting the group’s efforts to plan for and implement change over time.
