Quality Assurance and Improvement

The reach and depth of quality assurance and quality improvement in public human services systems has been greatly expanded given increases in technology, adoption of the principles of continuous quality improvement, and the exigencies of a growing and complex network of community services and supports. HSRI has worked with states and other organizations around the country to assist in the design of quality assurance systems, to suggest ways in which technology can be used to support the collection and analysis of quality data, and to provide assistance on the design of data collection protocols and scoring algorithms. HSRI also works with states and advocacy groups to ensure that people with disabilities and their families are part of the conversation surrounding the implications of quality data. Recently this work has involved providing support to state and local quality councils that include individuals and families in the development of quality improvement initiatives. For the past several years, HSRI has also been instrumental in helping to shape quality improvement strategies for home and community based Medicaid waivers including participation in the development of the CMS Quality Framework.
