"This project had several objectives: to refine the "Quadrant" method in order to produce more reliable estimates of the chronically mentally ill adult population (ages 18-64) in state areas; to prepare a manual that clearly describes the method in terms easily understood by state and local mental health planners; to provide technical assistance and consultation to states in order to facilitate their application of the method; and to aggregate available state estimates to form a national estimate of the size of the chronically mentally ill population"
