"The Texas Council for Developmental Disabilities (TCDD) engaged the Human Services Research Institute (HSRI) to examine selected aspects of the present system in Texas serving people with mental retardation and related conditions (MR/RC).1 In response, HSRI has completed a “gap analysis” that is intended to serve as a discussion point for state staff and others pertaining to the current state of the Texas system."
