This document provides a gap analysis of North Carolina service system for people with intellectual and other developmental disabilities (I/DD). Performance is assessed against five benchmarks related to best practice, including ones on: (a) serving individuals with reasonable promptness, (b) serving individuals in the most integrated setting, (c) promoting economy and efficiency, (d) assuring service quality and oversight, and (e) promoting valued outcomes.
