Restructuring Budgets, Assessments and Rates for Developmental Disabilities Services in Oregon
HSRI, in partnership with other consulting organizations, is furnishing technical assistance to the Oregon Department of Human Services (DHS)/Seniors and Persons with Disabilities Division (SPD) to conduct the "Restructuring Budgets, Assessments and Rates" (ReBAR) Project. This project is funded by a five-year CMS System Transformation Grant to help Oregon develop and test a new system for the funding of comprehensive HCBS Waiver Services for people with developmental disabilities. The Project's goal is to replace the current 25-year old "slot-based" rate system with a new system that will establish individual budgets for some 3,500 consumers, standardize rates for services delivered and support a statewide network of community providers. HSRI assisted DHS/SPD in developing the Project's strategic plan. HSRI and its partners are developing assessment-driven individual budgets and payment rates for residential services, with day services to follow.
