Mental Health/Jail Diversion Resource Allocation and Planning Model

This project was funded by SAMHSA to develop a computerized budget simulation and resource allocation model for projecting the costs and potential cost offsets of implementing jail or prison diversion programs for offenders with mental illness. HSRI worked with SAMHSA to develop the jail diversion model and apply it to data from multi-site project. The model then was alpha tested and developed as a planning tool in Chester County, PA, and a beta test was conducted in Travis County, TX. The model was then implemented in NC and ME to understand nature of the problem and leverage results for funding.
