Georgia Resource Allocation for Services to People with Developmental Disabilities
The Human Services Research Institute (HSRI) is working the Georgia Division of Developmental Disabilities to implement a functional level based resource allocation strategy. HSRI has employed a modified version of the Supports Intensity Scale (SIS) developed by the American Association on Intellectual and Developmental Disabilities to assess the support needs of individuals receiving services on the state Home and Community Based Waivers services. We then aligned the support levels in the SIS with actual costs. Based on this analysis, we developed an individual budget statistical algorithm and assisted the state to develop uniform rates. The individual budgets based on the algorithm are being phased in statewide. HSRI continues to provide consultation to the state regarding the generation of budget amounts and checks for accuracy.
